You must stop the nuclear transports. Avoid the other cars and the police scanners as you catch up to the transports. Fire missiles to blow them up and then chase the next one.

Use your cursor keys to control your car. Right arrow is acceleration.
Press the spacebar to fire. Don't waste your missiles, if you run out your mission is over.
